  • Code and process supplier invoices and claim forms; handle requests for cheque/GIRO payments
  • Ensure all transactions are accurately and timely entered into the accounting system
  • Monitor supplier invoices and ensure payments are up to date

Requirements:

Job Description

The Operations Manager is responsible for the end-to-end daily execution of Public Waste Collection (PWC) operations across assigned sectors, ensuring full compliance with National Environment Agency (NEA) standards, zero non-collection incidents, optimal vehicle deployment, and high driver discipline.

This role oversees side-loader and rear-end-loader (REL) operations, vehicle maintenance control, manpower rostering, route performance, audit readiness, and incident recovery, ensuring all refuse and recyclables collection points are cleared according to schedule with minimal complaints and operational disruptions.

Key Responsibilities

1. Daily Operations Control

  • Plan and execute daily refuse and recyclables collection across all assigned routes and sectors
  • Ensure 100% clearance of bins and collection points within scheduled timelines
  • Manage contingencies for vehicle breakdowns, manpower shortages, and route disruptions
  • Oversee deployment of side-loader, REL, and support vehicles

2. NEA Compliance & Audit Readiness

  • Ensure full compliance with NEA PWC contract requirements and KPIs
  • Prepare ground operations to be audit-ready at all times
  • Investigate and rectify all complaints, feedback, and potential non-collection risks within 24 hours
  • Liaise directly with NEA officers and Town Councils on operational matters

3. Vehicle & Maintenance Discipline

  • Enforce strict daily vehicle maintenance checklists and end-of-day defect reporting
  • Track servicing mileage and ensure timely preventive maintenance
  • Coordinate with workshops and vendors to minimize vehicle downtime
  • Monitor reliability of side-loaders and REL fleet availability

4. Driver & Crew Management

  • Supervise drivers, crew, team leaders, and operations executives to ensure route discipline
  • Enforce daily end-day non-collection declarations by drivers
  • Resolve salary disputes, attendance issues, and disciplinary matters
  • Maintain high morale and accountability among ground crews

5. Route & Performance Monitoring

  • Monitor route completion timing and identify inefficiencies
  • Deploy audit inspectors to high-risk and high-complaint areas
  • Track hotspot blocks and recurring bin overflow locations
  • Verify previous and current routes to prevent complaint recurrence

6. Incident & Crisis Management

  • Lead ground recovery during major breakdowns or mass bin overflow situations
  • Deploy manpower and alternative vehicles for manual recovery when required
  • Provide clear incident reporting and recovery plans to management and NEA

7. Reporting & Documentation

  • Maintain records of vehicle checklist compliance
  • Track servicing mileage
  • Manage non-collection declarations
  • Handle complaint investigations
  • Maintain driver roster and attendance
  • Prepare weekly operations reports for management review

Job Description

The Operations Executive (OE) for Public Waste Collection (PWC) is responsible for managing the daily waste collection operations within an assigned sector. This includes overseeing a fleet of vehicles, ensuring proper maintenance of trucks, monitoring worker welfare, and maintaining operational efficiency. The OE serves as the key liaison between the company, Town Council representatives, and NEA, handling feedback and ensuring smooth service delivery.

Key Responsibilities

Fleet & Equipment Management

  • Oversee the condition, usage, and performance of waste collection trucks within the assigned sector
  • Ensure vehicles undergo regular servicing, inspections, and remain roadworthy at all times
  • Report and coordinate with internal MRO for repairs and breakdown support

Workforce & Welfare

  • Supervise workers to ensure attendance, punctuality, and adherence to operational standards
  • Track and submit monthly attendance records for payroll processing
  • Monitor worker welfare and address ground-level concerns promptly

Stakeholder Management

  • Act as the primary contact for the sector’s Town Council representative on operational matters
  • Respond to and resolve feedback or complaints from Town Council and residents
  • Liaise with NEA officers on inspections, observations, and compliance issues

Operations & Compliance

  • Assist the Operations Manager in planning, scheduling, and executing daily waste collection routes
  • Ensure full completion of all routes on a daily basis
  • Ensure compliance with company policies, NEA regulations, and workplace safety standards
  • Submit timely reports on fleet status, manpower, and feedback resolution within SLA requirements
